Red tape is seen as being at fault for a lack of residential supply in Victoria and escalating prices of standing real estate.

Kristin Brookfield, Chief Executive of Industry Policy at the Housing Industry Association, said that planning and zoning permits were more difficult to procure in Victoria than in other states.

She stated the existence of certain problems particular to Victoria.

Not many other states in the nation permit neighbours to file an appeal against a project that they dislike, she said.

She cites another special issue in that third party appeal rights are not applicable in other states and territories.
